Blur - does nothing?

I noticed that casting the spell blur on my guy with 29% encumberance did nothing.   It did not increase martial arts points and it did not increase dodge at all.

Items that add dodge do not in fact add dodge, at least as far as I've been able to tell. You get yer dodge from agil, and dodge from class and race, but thats it. I think.
