How about making white forest protected for good like in regular mud and rhudar for evil with badass guards that hunt/kill anyone seedy or better like bounty hunters used to

The white forest will, when the alignment system is corrected, act as it does in MMUD.  Rhudar, since it is a quest area, will not change from its current state *much*.
