Well I personally think that in most cases direct attack are more a reflection on the user. rather that the reciever.  Right now I think I have a mature user base.  Until I feel otherwise I don't think there needs to be any rules/or enforcement.  I think everyone knows that when 'people' use the word fag they are really describing their own insecurties.
